There will likely be new Pokemon added in Pokemon Legends: Z-A. Read on for our speculations on which new Pokemon may be added to the game!
At the time of writing, no new Pokemon have been announced for Legends: Z-A. But Pokemon may reveal brand new Pokemon as we get closer to the game's 2025 release date.
Based on Pokemon Legends: Arceus, it is possible that we get either brand new Pokemon, new regional variants or forms of old Pokemon, new evolutions of old Pokemon, or all three!

Rowlet, Cyndaquil, and Oshawott, the starters in Pokemon Legends: Arceus, received new regional variants of their final evolutions in the game.
The starters for Legends: Z-A are more than likely to get new final evolution forms too, considering that there's a chance that they are different from the actual Gen 6 starters on which this game is based.

Pokemon Legends: Arceus also had plenty of new regional variants for certain Pokemon from previous generations, so it is possible that new regional variants will also be introduced in Pokemon Legends: Z-A.
Additionally, every new mainline Pokemon game, from Alola in Pokemon Sun and Moon to Paldea in Pokemon Scarlet and Violet, has introduced regional variants, so it is not that far-fetched to assume that Legends: Z-A will also get new regional forms.
It may even be possible that a new regional form for a pseudo-legendary Pokemon will be added, which was the case for Sliggoo and Goodra having Hisuian variants in Legends: Arceus.
We may also get new evolutions for old Pokemon that will appear in Legends: Z-A, which was the case for Legends: Arceus. These Pokemon, like in the previous Legends game, may be featured in different ways, such as assisting players in their adventure or by being bosses.

Xerneas and Yveltal are the box Legendary Pokemon for the Generation 6 games Pokemon X and Y. It is possible that both of these Pokemon will get alternate forms in Legends: Z-A, much like Zygarde's 10%, 50%, and Complete Forms.
Dialga and Palkia, who were box Legendary Pokemon of Generation 4's Diamond and Pearl games, had new Origin Forms in Legends: Arceus, following Giratina, who previously already had its own Origin Form. It is likely that Xerneas and Yveltal will also get new forms in the game, especially if they'll play an integral part of the story.

The Mega Evolution mechanic returning in Pokemon Legends: Z-A is one of the biggest reveals alongside the game, and it is certainly possible that new Mega Evolutions for old Pokemon will be introduced, despite the last ones being added back in Pokemon Omega Ruby and Alpha Sapphire.
This means that select old Pokemon might finally get their own respective Mega Evolutions, especially Flygon, whose Mega Evolution idea was scrapped.
