Wuthering Waves - Equip From the Utilities Wheel

Equip the Levitator by holding the Utilities Wheel Key (Tab on keyboard, Left D-Pad on controller), highlighing the Levitator, then releasing the button.

Wuthering Waves - Press Utility Key to Lift Object

If you're close to an object that can be lifted, the object will show a button prompt and the Levitator button (T on keyboard, LB+Y on controller) at the bottom right will glow.

The Levitator is mostly used for exploration, as well as Encryption Block Puzzles, Explosive Charge Puzzles, and Induction Cell Puzzles.

Some objects like the Explosive Charge can be aimed by pressing the Aim button (G on keyboard or LT on controller). This should help you with accuracy and precision, especially in puzzles with hard-to-reach places.

The Levitator is unlocked during Chapter 1 Act 1: First Resonance, along with the Grappling Hook.

It will be used later on in the Main Quest to clear an Explosive Charge Puzzle in Chapter 1 Act 2: Echoing Marche.
