How to Unlock Listen to Animals' Words
Find the Strange Researcher in Jinzhou

To start the Listen to Animals' Words questline, you need to find the strange researcher with a "???" above as her name in Jinzhou. Talk to her to start the side quest.
Wait 24 Hours to Unlock the Other Side Quests
For the remaining side quests to appear, you need to wait 24 hours in real world time from the time you completed the last Listen to Animals' Words side quest. Passing the in-game timer and playing the game normally do not work.
After waiting for 24 hours in real world time, you need to find Xuanyin, the strange researcher, again at specific locations in Huanglong.

Make Milky Fish Soup
Head to Panhua's restaurant in Jinzhou and use the cooking station there to make a Milky Fish Soup. You need one fish, one Angelica, and one Perila to make one.
Deliver a Milky Fish Soup to Xuanyin
After making a Milky Fish Soup, head back to the researcher and talk to her to complete the side quest.

Head over to Xuanyin located on a grassy knoll by the side of the road a few paces outside Jinzhou City's North Gates. Speak with her there, and she will request for a Pearl Leaf.
Deliver Pearl Leaf to Xuanyin
You can find Pearl Leaves while exploring around Huanglong or buy them from Shifang Pharmacy for 1,000 Shell Credits. After obtaining one, deliver it to Xuanyin to complete the quest.

Talk to Xuanyin near Knell Square located South of Jinzhou City. You will find her surrounded by a pack of dogs.
Find Puppy Traces
Use your Sensor and follow the blue trail that appears on the floor leading to Huabiao Square.Return to Xuanyin after finding the puppies to complete the quest.

Xuanyin will be by the river north of Loong's Gaze Suburbs. Talk to her there and humor her about listening to a fish's words. The quest concludes after she fishes a Tetra out of the water and it dies.

Head to west of Lollo Warehouse, in Whining Aix's Mire and talk to Xuanyin there. She will ask you to talk to the nearby Viridblaze Saurian and decipher its words.
Talk to the Viridblaze Saurian
Attempt to communicate with the Viridblaze Saurian.The quest will conclude after your attempt fails and you are forced to defeat the Saurian in battle.

Talk to Xuanyin at Port Gunchao in Whining Aix's Mire, and she will ask for a delivery of Star Flakes.
Make Star Flakes
Head to the nearest cooking station located in the docks, next to the shipping containers and make Star Flakes with three Raw Meat, three Cooking Oil, one Chili, and two Salt. If you do not have the recipe for this dish yet, you may buy the recipe from Panhua's Restaurant for 15,000 Shell Credits.
Deliver the dish back to Xuanyin in order to complete this quest.

Talk to Xuanyin

Talk to Xuanyin located south of Jinzhou City and she will ask you to find missing doves for her.
Find the Doves
Use your Sensor to find traces of the doves. Follow the blue trail that appears until you reach a chest at the end of the path. Return to Xuanyin and complete the quest after talking to her.

I found one more quest near resonance beacon Lake Heights, in front of the memorial. I think its about pigeons, and gives one blue chest
