Complete the What Yesterday Wept, Today Doth Sing
The Ragunna Holiday quest will automatically appears on your quest list after completing Chapter 2's Act 3 quest, What Yesterday Wept, Today Doth Sing!

Ragunna Holiday Walkthrough
Talk to Phoebe
To begin the quest, head to the bridge east of Egla Town in Whisperwind Haven and speak with Phoebe.
Head Towards the Thorncrown Rises
After talking with Phoebe, proceed to mark location in Thorncrown Rises. You can also use the Wingray on the bridge to get to the location quickly.
Take a Photo of the Will-o'-the-Wisps
Once you arrive, discuss with Phoebe about a scene. After speaking with Phoebe, equip your Zoom Camera and capture a photo of the Will-o'-the-Wisps floating above.
You can also capture a photo of Phoebe as an optional objective, but do so before capturing the wisps. After snapping the picture, defeat the enemies that will show up.
Head to the Square in Averardo Vault
Next, head toward the square just in front of Averardo Vault. Go inside and talk to Phoebe near the fountain.
After speaking with her, you will need to photograph another Will-o'-the-Wisp and defeat more TDs.
Go to the Highland
Go to the ruin south of Oakheart Highcourt and find Phoebe. Speak with her and get a photo of another Will-o'-the-Wisp.
Go near the Penitent's End
After talking with Phoebe, proceed to the last location near the Wailing Ascent.
If you haven't unlocked the waypoint at the Wailing Ascent, you can use the nearby Wingray to glide there.
Defeat the TDs
Once you arrive, you will have to deal with another wave of TDs. After defeating all foes, speak with Phoebe for another scene, then photograph her with the last Will-o'-the-Wisps.
Speak with Phoebe again after taking photos to complete the quest.
