The Epilogue unlocks immediately after completing its preceding Side Quest Skyward Voyage.

Talk to Davide
Head to Silver Moon Grove via its Resonance Nexus or by flying to the island from Polyphemos Windmills in Whisperwind Haven. Afterward, walk over to the shore west of Silver Moon Grove and speak with Davide.
He will keep the conversation brief and relay a bittersweet conclusion to his voyage. The quest subsequently ends after talking to Davide, as he grants you access to the Premium Supply Chest beside him!
How to Get to Silver Moon Grove
In order to reach Silver Moon Grove, you must ride the Wingray on top of the windmill next to the Polyphemos Windmills Resonance Beacon.
To do this, head east from the beacon until you have a clear view of the windmill's roof. Then, press your utility button when the prompt above the roof turns gold to vault onto it as a Cuddle Wuddle.
From this vantage point, grapple onto the Wingray to ride it, then activate your flight to glide down toward Silver Moon Grove.
