Arrive in Rinascita
The Dream Patrol I quest should automatically unlock after arriving in Rinascita, specifically after entering Ragunna. This happens during the Chapter 2, Act 1 quest The Sacred Breeze So Often Breathes.

Talk to the Strange White Cat
To begin the quest, travel to Ragunna City and speak with the White Cat near the Gondola Market. Speaking with the cat will allow you to challenge the Nightmare Boss Enemies around Ragunna.
After talking with the cat, the quest will be completed and unlocks the locations of Dream Patrol: Nightmare bosses on the map!
Unlocks Dream Patrol: Nightmare Challenges
Completing the quest will allow you to challenge the Nightmare versions of Inferno Rider, Mourning Aix, Impermanence Heron, Thundering Mephis, and Feilian Beringal, which can be found within Ragunna.

Dream Patrol I shouldn't have any prerequisite quests other than unlocking Rinascita since it has already been unlocked for me even though I am still at Act I.

you dont need to talk to the cat, every area of rinascita has these "dream patrol" challenges, after reaching the last one of an area, a nightmare echo fight is unlocked, the cat quest is unrelated to unlocked them, i know because i did not talk to the cat until i defeated the first nightmare boss.
