Woman in Mask will automatically unlock once you complete Old Man and the Whale Quest.

Investigate the Crowd by the Docks
Teleport to the nearest Port of Riccioli Dock. Once you arrive, there should be a crowd and a peculiar lady named Dana nearby. Investigate them.
Catch a Tripod Fish and a Stygian Phantom

After talking to Dana, she asks you to bring her a Tripod Fish and a Stygian Phantom. You could use your Index on the docks to track the two of them.
Once you catch the two fishes, row back to the docks of Port Riccioli to deliver them back to Dana. Note though that you can't deliver their mutant versions!
Catch a Seabed Snow and a Trapper Angler Fish

When you talk to Dana again, who's on the opposite side of the island, she'll ask you to catch a Seabed Snow and a Trapper Angler Fish. Be sure to track them using the Index.
Once you have the two fishes, row to the north-east of Port Riccioli, specifically by its shores. When you arrive, deliver the two fishes to Dana!
Catch a Sunfish and Legilimens Shrimp

Teleport to the Helm Village Dock and check on Dana. She is sitting down at the very back of Helm Village, while staring at the open sea. This time, you have to deliver one Sunfish and one Legilimens Shrimp to her. You can easily track these fishes through your Index.
When you're ready to deliver them, head back to where you found Dana. She is still at the shores in Helm Village!
Catch an Astrite Crab and Rainbow Dolphinfish

Check on Dana, who's still on Helm Village. This time, she'll ask for an Astrite Crab and Rainbow Dolphinfish! Unfortunately, these two fishes are only available during nighttime, where higher threat levels arise at sea. Make sure to have the Nautical Light equipped to ward off Ghost Medusas and stay vigilant against hurricanes!
Row to the back of Helm Village, specifically near some rubble and huge rocks, once you have the two fishes so you can deliver them to Dana!
Look for the Letter at Ahab's Place
Once you deliver the last two fishes to Dana, you have to go to Ahab's place to find any information relating to her.
Teleport to Port of Riccioli and head to the huge tent that has a lot of fishes. Then, read the book that's sitting on the lone box. A dialogue will occur, and the quest should be completed after it!
