Do the Love in the Time of Fishing Quest
To unlock Hooked on Trouble, players need to play through the Love in the Time of Fishing quest. This is because the quest-giver for Hooked on Trouble is in the Helm Village, unlocked as part of the latter quest.

Speak to David at Helm Village
To start Hooked on Trouble, head to this spot at Helm Village in the Riccioli Islands region. Look for, and speak to David to receive the quest after his dialogue.

Investigate the Fishing Spot
Head to the spot that David spoke about to see what he fished up, which turns out to be a Fae Ignis. Take down the lone Tacet Discord to proceed.

Return to David
Once the Fae Ignis is defeated, return to David and tell him what happened. Progress through the dialogue to complete this quest!
