Phrolova is a high investment Havoc unit that can deal excellent DPS. She fits into extremely niche teams due to her reliance towards Echo Skills, but has great payoff if you have the resources.
She clearly excels with Cantarella due to being able to trigger Hecate's enhanced attacks with her Echo Skills. Outside Echo Skill teams, however, she delivers sub-optimal results as her entire kit is tailor-made for this niche team comp.

Phrolova is a Havoc character that specializes on Echo Skill DMG and off-field attacks, summoning Hecate to fight for her even if she is not on the field. She is also the first character to not use Resonance Energy at all and can use the Dream of the Lost echo set perfectly for an unconditional Crit Rate and Echo Skill DMG bonuses.
With this in mind, make sure to use a 3-pc Dream of the Lost combined with a 2-pc set that provides Havoc DMG Bonus, like Havoc Eclipse or Midnight Veil. Focus on getting either a Crit DMG or Crit Rate 4COST depending on your needs, double Havoc DMG Bonus 3COSTs since Phrolova has not much sources of Havoc DMG Bonuses, and round it out with two ATK% 1COSTs.
As Phrolova, you may want to aim for as much Crit as possible bolstering your crit ratios to ridiculous levels. Be careful not to go over 100% Crit Rate though as both Dream of the Lost and her signature weapon provide ample Crit Rate.

Phrolova's signature weapon, Lethean Elegy, is by far the best weapon for her. It eclipses any other Rectifier in the game since it's the only one that provides both Echo Skill DMG Amplification and Res. Skill DMG while ignoring DEF. When using this weapon, be wary of having more than 100% Crit Rate since this weapon and Dream of the Lost both provide Crit Rate.
If you do not have Lethean Elegy, Stringmaster is a great choice considering it provides ATK and Resonance Skill DMG bonuses. Cosmic Ripples and Augment are also great choices as it provides some ATK buffs for Phrolova.

Phrolova shines with Cantarella and Roccia, making up her Best Premium Team highlighting Echo Skill usage and maximizing the Havoc attribute. Each unit works around the others, providing buffs to the succeeding unit on-field.
One of the unique things in this team is that their kits are oriented towards using Echo Skills. Each team member provides some form of utility or damage and can cast multiple Echo Skills virtually impossible in other characters.

Phrolova may be run as a hypercarry unit, undoubtedly still best paired with Cantarella. While any sub-DPS unit can be used to buff her Havoc or Resonance Skill DMG, she will suffer from DPS loss due to not being able to constantly trigger Hecate's enhanced attacks which is only possible with multiple Echo Skill casts - something Cantarella excels at.
As for support units, Shorekeeper is the most ideal due to her innate buffing and healing potential, but she may be replaced with any alternative support character.

A double DPS setup is a viable option for Phrolova due to her Heavy Attack DMG amplification that Augusta greatly benefits from, together with Shorekeeper that boosts the team's overall damage with her general buffs.

Phrolova can still work in some team comps due to her attacks dealing good damage even while off-field. She can be paired with characters that buff Resonance Skill or Havoc DMG and act as any hypercarry unit with a dedicated support.
That said, the enhanced attacks from Hecate will only be triggered twice in any of these teams because of the limited Echo Skill casts, amounting to a pretty big DPS loss compared to her other teams.

Phrolova's Forte Circuit is essentially comprised of her Volatile Note mechanic. She can hold up to 6 Notes at once, as creating more than that will replace the oldest notes from the left of her gauge.
Having six notes, she can cast Scarlet Coda which allows her to activate her Resonance Liberation. It must also be noted that this is the only way for her to cast her Liberation, as Phrolova doesn't use any Resonance Energy.

Phrolova empowers her next Basic Attack and Resonance Skill whenever she performs Basic Attack Stage 3 or her Resonance Skill. This is one of her primary damage sources as Phrolova and is quite versatile in generating her Volatile Notes.
When Phrolova has six Volatile Notes, she may perform a Heavy Attack to do an empowered attack called Scarlet Coda. This skill deals high damage and will let her enter the Resolving Chord state to activate her Liberation.

Phrolova's Resonance Liberation will summon Hecate to fight for her. The Echo will deal damage in accordance to Phrolova's stats. Note that Phrolova's Liberation costs 0 energy, as her main way of activation is through the Resolving Chord state.
Phrolova will also remain in the Maestro state for a total of 24 seconds. During this time, we recommend going through the full team rotation and returning to her within the timeframe.

Players will be able to control Hecate if Phrolova is still on-field. It will have the same stats as Phrolova and all damage received is linked to her. That said, she cannot be interrupted while in this state.
While off-field, Phrolova will remain in the Maestro state (24s) and Hecate will continue to attack enemies. However, its attacks can be further empowered by other Resonators. Casting Echo Skills will automatically trigger it to perform an Enhanced Attack, up to 10 times.
Note that these are not considered Coordinated Attacks, so the Empyrean Anthem set will not be viable on Phrolova!

Hecate will perform Enhanced Attacks for each Volatile Note in Phrolova's Forte. Her attacks change depending on the Volatile Note present and will perform crowd-control abilities to assist in battle.
Red notes deal higher damage, whereas blue notes group enemies together. Purple notes will benefit from both the extra damage and grouping capabilities and are retained as new notes appear.
Phrolova's Outro Skill benefits the next Resonator to enter the field. She provides both Havoc and Heavy Attack DMG amplification, giving her versatility to act as both a DPS and Sub-DPS.

Phrolova's combo is quite intuitive as you will only need to do 3 Basic Attacks to enter the Reincarnate state. Alternatively, you can replace the Basic Attack Combo with Resonance Skill.

Casting this skill ends the Resolving Chord state, and Phrolova enters the Maestro state for 24s. Maestro State: Gain 120% ATK increase. Phrolova floats in the air and commands Hecate to fight. Hecate will share Phrolova's stats and statuses, and damage dealt by Hecate will be considered coming from Phrolova. Hecate's attacks will not remove the target's Hazy Dream state. During this period, Phrolova plays the Volatile Notes in order. Each Volatile Note holds for 4s. If Phrolova is the active Resonator on the field, she can give the following cues to Hecate. Any damage taken by Hecate in this state affects Phrolova as well. - Cue - Basic Attack: Press Normal Attack to command Hecate to cast Basic Attack - Hecate.
