Flins' Builds are currently based on the Trial version of Flins that was made available during his Meeting Point Quests.

As a Lunar-Charged and Electro DPS, Flins' passives benefit having him be built as a standard Electro DPS with the stat focuses of CRIT, ATK, then any remaining on Elemental Mastery.

He also benefits from Polearm weapons that either improve Elemental Skill or Burst DMG, or Elemental DMG all-together.

As the premier Lunar-Charge DPS option, supply him with ample stats and weapons that synergize with his Elemental Burst-oriented playstyle. He also prefers an ATK Goblet over the typical Electro DMG due to most of his damage coming from Lunar-Charge.

Put your focus on his CRIT stats, then ATK, then any outlying substats into Elemental Mastery in order to maximize his On-Field damage. Take note that Night of the Sky's Unveiling lowers his CRIT Rate requirements by up to 30%.

Flins wants to get his ATK to a serviceable amount like 2,000 in order to cap out his Elemental Mastery Ascension Passive at max, giving him 160 bonus EM.

The rest of his stats should go into CRIT at a balanced ratio, with some excess going into Elemental Mastery to increase his reaction damage further.

Normal Attacks are the least of his priorities, but can still be beneficial if you plan to use Flins in an extended combo with his Normal Attacks.

Night of the Sky's Unveiling is undoubtedly Flins' best artifact set due to his role as a Lunar-Charged DPS that hails from Nod-Krai, making full use of the artifact set's CRIT Rate bonus.

Alternatives to this can be Thundering Fury for its Quality-of-Life cooldown reductions, or Marechaussee Hunter if he is paired with Furina.

Nod-Krai Weapons Are Flins' Best

Bloodsoaked Ruins is Flins' best weapon due to how it fully synergizes with his Lunar-Charged based kit. Alternatively, Flins can also make use of the new Prospector's Shovel Nod-Krai craftable.

Otherwise, general Elemental DMG weapons like Staff of the Scarlet Sands work for its stat conversion effect and Elemental Skill buffs, or a general DPS weapon like the Primordial Jade Winged-Spear.

Premier Lunar-Charge DPS

Flins was made to be a prime choice when it came to Lunar-Charge teams, with his entire kit synergizing effectively with Lunar-Charge and its associated teammates.

While this has the benefit of being his niche and giving him a dedicated composition, it also makes his teammate choices limited in that they must be able to supply him with buffs, Elemental application, or both.

Ineffa comes with a full kit that completely synergizes with Flins' needs, as well as offering more power to Lunar-Charge as a whole, making her one of Flins' best teammates.

Aino at C6 is able to dish out decent Hydro application, damage, and can further support Lunar-Charge by virtue of being a Nod-Krai character.
Genshin - Sucrose Sucrose Support
Sucrose is able to apply RES shred to enemies while increasing Elemental Mastery, becoming one of Flins' best Shredder supports.
Genshin - Ororon Ororon Sub-DPS
As Lunar-Charge is an extension of Electro-Charge, Ororon can function as both an Electro Sub-DPS and Battery for Flins, while being specially kitted out for Electro-Charge.

While Furina increases raw Elemental DMG, she does not buff Lunar-Charge in general, making her more of a solo Hydro Sub-DPS option and raw damage buffer than a pure Lunar-Charge option.
Genshin - Kokomi Kokomi Support
Kokomi brings both healing and Hydro application, which makes her a great comfortable option, but does not help out with damage as much as other options.
Genshin - Nahida Nahida Sub-DPS
Nahida supplies the team with both Dendro application and damage, and the buffs provided by her Elemental Burst, making her a viable choice in a Hyperbloom team.
Genshin - Baizhu Baizhu Support
Baizhu is able to function as both a sustain option and a way to enable Hyperbloom on scarce occasions.
Genshin - Shinobu Shinobu Sub-DPS/Support
As a support, Kuki Shinobu functions as an Electro healer if the team lacks healing, but functions more potently as a Hyperbloom trigger, but may have trouble activating Bloom cores due to Flins' overwhelming Electro.

Flins was made to spearhead Lunar-Charge teams as its Main DPS, being able to proc Lunar-Charge at frequent intervals and simultaneously having that power him up.

When paired with other Nod-Krai characters like Ineffa and Aino, the potency and effectiveness of this team only grows as Flins gains more access to Lunar-Charge buffs.

Flins is also able to function in a Hyperbloom team as both its Main DPS and trigger in some cases.

Proper rotations and energy management can make this a viable and decent team choice for Flins as there will be a secondary source of damage on the field apart from him. Dendro presence also allows Flins to activate Aggravate as a reaction.

The basic cooldown of the special Elemental Skill Northland Spearstorm is reduced to 4s.
Additionally, when party members trigger Lunar-Charged reactions, Flins will recover 8 Elemental Energy. This effect can occur once every 5.5s.
C2 The Devil's Wall
For the next 6s after using the special Elemental Skill Northland Spearstorm, when Flins's next Normal Attack hits an opponent, it will deal an additional 50% of Flins's ATK as AoE Electro DMG. This DMG is considered Lunar-Charged DMG.
Moonsign: Ascendant Gleam: While Flins is on the field, after his Electro attacks hit an opponent, that opponent's Electro RES will be decreased by 25% for 7s.
C3 Stranger in the Night
Increases the Level of Ancient Ritual: Cometh the Night by 3.
Maximum upgrade level is 15.
C4 Night on Bald Mountain
Flins's ATK is increased by 20%.
Additionally, his Ascension Talent "Whispering Flame" is enhanced: Flins's Elemental Mastery is increased by 10% of his ATK. The maximum increase obtainable this way is 220.
C5 Exile's Shadow
Increases the Level of Ancient Rite: Arcane Light by 3.

Complete Unit at C0, Get C1 For Convenience

While Flins' constellations give him an increase in overall damage, most of his constellations are more extras rather than must-haves, as he can already function quite well even without Constellations.

If you want to push for any Constellations, try for his C1 as that will increase the uptime of his special Elemental Skill, as well as provide him a way to earn back energy as you will usually not build as much Energy Recharge on him.

Burst-Focused Lunar-Charged Unit

Flins' main playstyle is to activate his Elemental Burst and trigger as much Lunar-Charged reactions as possible while dealing steady damage thanks to the DMG buffs that Lunar-Charge provides him with, triggering his Elemental Skill when available.

Ancient Rite: Arcane Light
Flins enters Manifest Flame form, converting Normal and Charged Attacks to Electro DMG, boosting interruption resistance, disabling Plunging Attacks, and replacing his Skill with Northland Spearstorm.

Elemental Burst

Ancient Ritual: Cometh the Night
Flins’ Burst deals phased AoE Lunar-Charged Electro DMG, gaining extra hits with Ascendant Gleam. After Northland Spearstorm, it upgrades to Thunderous Symphony, a cheaper Burst that also gains bonus AoE DMG near thunderclouds.

Passive Talent 1

Symphony of Winter
Flins will gain a corresponding buff effect based on the party's Moonsign. Moonsign: Ascendant Gleam: Lunar-Charged reactions triggered by Flins will deal an additional 20% DMG.
