1. Pick Up Rusted Key at Arcas Spire

1.1
Righteous Protection - Head Up The Stairs
In a huge chamber filled with Primeval Lymbic Entities, head to the connecting chamber from the doorway on the right. After clearing the Primeval in the area, you can safely head up the stairs.
1.2
Righteous Protection - Jump Down Hole
Up the stairs, there will be Primeval in the way that will lead to a wooden scaffolding, then to a grand staircase. Jump down the scaffolding and head up the stairs. Eventually you will run into a hole in the structure. Jump down the hole, below the staircase.

Righteous Protection - Defeat Two Lymbic Entities
Defeat the two Lymbic Entities here, though be warned as they can be fatal if you get overwhelmed. Use KAPI to aid you in your battle, then pick up Key - Brass after the fight.

Righteous Protection - Head Up Stairs
Head up the stairs to return back to the chamber you were at initially. You can now proceed up the grand staircase from earlier.

2. Resolve the Timeloop to Earn a Key

2.1
Righteous Protection - First Timeloop Guardian
To proceed, you'll have to clear the Timeloop in the center of the area as you'll be rewarded with a key. The first Timeloop Guardian is a Negator and is in front of the Timeloop.
2.2
Righteous Protection - Second Timeloop Guardian
The second Timeloop Guardian is on top of a wooden scaffolding. From the center where the first Timeloop Guardian was, head back to the arena and head right. Continue under the archways and you'll run across the next guardian. It is an Artillery Walker so watch out for its ranged attacks.

Righteous Protection - Third Timeloop Guardian
The third Timeloop Guardian is a Feral Walker and is on a raised platform. Head back to the entrance of the area, and find the hidden stairs behind the wooden scaffolding. Climb up the stairs and defeat the guardian to be able to enter the Timeloop.
2.4
Righteous Protection - Initiate Terror Haze Boss Fight by Picking Up Item
After defeating all the Timeloop Guardians, head to the center once more to enter the Timeloop. Select the Amine Prism - Theta. Pick up the the item to initiate the Boss Fight with the Terror Haze.

After defeating it, you'll be rewarded with the Key - Rusted and the Keystone of Terror. You'll be able to unlock the door to proceed with the Mystery now.

3. Unlock the Door at Arcas Spire to Access the Chest

3.1
Righteous Protection - Enter Through Sides and Unlock Door with the Rusted Key
After resolving the Timeloop, head to the building straight ahead. Enter through any doors from the side and you may unlock the door in the center with the Rusted - Key you found by defeating the Terror Haze boss.
3.2
Righteous Protection - Unlock Chest with the Brass Key
Head down the stairs then turn left. The first chest you'll see can unlock by using the Key - Brass you found by the two Lymbic Entities from before. Inside is the Bracelet of Terror - Shadowstep, and will conclude the Mystery.

How to Unlock Righteous Protection

Find the Rusted Key or Encounter the Chest

Unlocking Righteous Protection can happen by either finding the key near the two Lymbic Entities or encountering the chest in the Blood Queen's Elevator room.
