Complete Lymbic Door – Lymbic Forge

Shriek of Terror - Base can be obtained by solving the mystery of Lymbic Door - Lymbic Forge. To do this, find Lymbic Rod Terror W, X, and Y in the Lymbic Forge. You will also need to find the Gear - Spoked to get to the lower levels of the forge.

After collecting all the rods, you will now be able to unlock the Lymbic Door near by the elevator in the Lymbic Forge. After opening the door, you'll be able to obtain the Shriek of Terror - Base Glyph and Gluttony - Enhanced Glyph.

Equipping-Glyphs

Shriek of Terror is a Terror Glyph, it can only be socketed into a weapon imbued with the Terror Lymbic Sphere.

This is the only restriction when it comes to Glyphs. You can socket and unsocket Glyphs at any time within the Inventory menu.
