Found in Riptide Grotto
Splashzone is located in Riptide Grotto, Coastal Bonescape in The Fadefields. He appears as a boss encounter in the main mission, Recruitment Drive.
Splashzone can also be repeatedly farmed after you complete Recruitment Drive. Return to the location after the main mission and spend cash at the Moxxi's Big Encore Machine near the entrance of the boss arena to re-farm it.

Use Incendiary Weapons
Incendiary weapons are effective against Splashzone due to his health bar being flesh. Kinetic, Cryo, and Radiation weapons should suffice if you don't have Incendiary weapons.
Note that flesh health bars take less damage from Shock and Corrosive weapons.
Kite Around the Arena
Splashzone aggressively runs up to you and uses melee attacks, so kiting him is the best strategy. Just be mindful of the other enemies and a try not to fall off the sides!
Detonate Barrels for Extra Damage
You can shoot the explosive barrels in the arena for a quick burst of damage, useful against smaller enemies.
