Complete the Great Taste of Pharloom Wish
Pale Oil can be obtained as a reward for completing The Great Taste of Pharloom. This quest can be started in The Citadel.
You'll need to obtain 5 delicacies in Pharloom which will be used to cook the ultimate dish for Mergwin's master.

Choral Chambers Through Whispering Vaults
Pale Oil can also be obtained from a room in the eastern part of Choral Chambers, which can be accessed by solving the sliding platform puzzle in Whispering Vaults.
Once you solve the puzzle, hit the lever to open the way. Enter the room to end up in Choral Chambers. There will be a glowing orb here. Pick it up to obtain Pale Oil.
Whispering Vaults Puzzle Solution
Attack the platforms to push them along the rails. The goal is to make a path leading upwards and to the left.

Upgrade the Needle a Second Time
After completing the Pinmsaster's Oil wish, Plinney will upgrade your needle for the second time. This will let you deal more damage and make journeying much easier.

Located at Bellhart
Pinmaster's Oil is a wish from Plinney that you can take while in Bellhart. Upon talking to him and Upgrading the Needle, you'll be prompted to get a container of Pale Oil.

This wish can be completed without doing the delicacies quest. On the Whispering Vaults there is a darkish room with a box puzzle (pushing as pulling them) eventually it leads to an Pale Oil (the easiest you can get)
