How to Unlock Act 3
Act 3 Requirements
Act 3 is unlocked when the wish called Silk and Soul can be accepted from the Caretaker of Songclave. To unlock the wish, you need to beat Lace in Act 2, complete all wishes available, and then move the Flea Caravan to Fleatopia!
Beat Lace in The Cradle
Hornet's pin is Lace's Location in Act 2!
One of Act 3's requirements is to beat Lace in Act 2 when you confront them in The Cradle. Do note that you do not need to beat Act 2's Final Boss to unlock Act 3!
Complete All Wishes
Other than beating the Act 2 main story bosses, you also need to finish all wishes, even the ones outside of the wish boards!
All Wishes and Side Quest Locations
Move the Flea Caravan to Fleatopia
The last requirement to unlock Act 3 is to move the caravan to Fleatopia by locating a certain number of Fleas. While we currently don't know the exact number of fleas needed to be located, the caravan will likely move to Fleatopia after locating 23 to 25 fleas!

I can confirm that you don’t need all the quest. I got the silk and soul quest but I still had not yet completed tue Shakra quest en the quest of the robot and I think that one hunt.
