With only two weapon slots, we recommend a loadout that consists of a Cryo and a Shock weapon. If possible, an ordnance that deals Corrosive damage can also be a good addition to your loadout.
Cryo weapons come with the ice element and can freeze enemies, making it easier to hit their weakspot. Shock weapons will deal with blue health bars that are tough to deplete without the use of this element.
Elemental Weakness Chart and Damage Guide

By the time that you reach mid game, all 4 weapon slots should be available to you. For your mid game loadout, we recommend adding a Corrosive weapon as most enemies will have yellow armor. Cryo and Shock weapons will still occupy your two slots while the last slot can be an Incendiary or Radiation weapon.
Take note that corrosive weapons are rare and it may need some farming to get these weapons. If you are not able to get a corrosive weapon, an ordnance with Corrosive element should still be enough to get you through the mid game.

Farming bosses is the most efficient way to get stronger weapons. We recommend farming Splashzone as he is one of the easiest bosses to farm with a nearby Moxxi's Encore to respawn him again.

For the late game, our recommended weapon loadout will consist of Corrosive, Cryo, Shock, and Incendiary weapons. Radiation can be a good option to support Shock weapons against multiple armored enemies, but since Shock weapons already deal high damage to armor, Radiation weapons will not be a priority.
Additionally, the inventory slots for Class Mods and Enhancements will be open once you reach the late game. Class mods will affect your specific character, while enhancements will affect your manufacturer specific guns.
Best Builds for Each Vault Hunter

Class Mods give character specific abilities that can improve your combat ability. Make sure to choose one that compliments your build as class mods come with different passive effects!

Similar to Class Mods, Enhancements will improve your combat ability by giving passive effects to manufacturer specific guns. Choose an Enhancement that will synergize with your favorite gun manufacturer to increase its effectiveness!

Enemies in Borderlands 4 not only vary in elemental weakness but also in their movement patterns. Some enemies fly, teleport, or attack from long range. Due to this, always bringing an Assault Rifle is highly recommended for its versatility in damage, range, and ammo capacity.
