Found in Horace's Oversight
Horace is located in Horace's Oversight, Hungering Plain in Fadefields. Horace appears as a boss encounter in the main mission, Down and Outbound.
Horace can also be repeatedly farmed after you complete Down and Outbound. Return to the location after the main mission and spend cash at the Moxxi's Big Encore Machine near the entrance of the boss arena to re-farm it.

Quickly Dispose of His Summons to Avoid Getting Flanked
Horace will summon either a flying Witness or a mechanical homing projectile. Prioritize shooting them down immediately, as they can flank you and deal significant damage if ignored.
Save Ground Enemies for Second Wind
Leave some ground enemies alive as a backup. If you get downed, you can kill one to trigger Second Wind and get back into the fight.
Dodge Scythe Attacks by Dashing in Phase Two

In phase two, Horace will attack with his Scythe. Dodge these strikes by dashing left or right. Remember that you can also dash while in midair to avoid combos or ground shockwaves.
Use Pillars as Cover Against Multiple Projectiles
Horace will frequently fire volleys of projectiles. Use the pillars in the arena as cover to block incoming fire and minimize damage.
